Roger McHugh, Director, Tri-State RCPI

Through his significant 27-year career, Roger has gained an operational understanding of all facets of law enforcement with specialization in Crime Prevention and Community Policing.  As a lieutenant of a large suburban police agency, he served as a Bureau Commander for the staff services, patrol and investigation sections.  He also served as Crime Prevention Coordinator and Director of Training for the Police Division and earned a BS in Criminal Justice and an AAS in Police Administration from the University of Cincinnati. 

Roger graduated from the 128th Session of the FBI National Academy and is a State of Ohio Certified Crime Prevention Specialist, past president of the Ohio Crime Prevention Association, a Certified Private Security and Basic Police Academy commander, and an Ohio Peace Officer Training Commission Instructor.  As a member of the Police Executive Research Forum (PERF) and the International Association of Chiefs of Police (IACP), Roger has made significant contributions to Community Policing in the southwestern Ohio area.

 

Greg Fiebig, Training Coordinator

Greg is responsible for the development of training curriculum, class schedules and the continued development of the professional staff of RCPI instructors.  Included in his duties is the “customization” of training for law enforcement, government, citizen, and business groups in the Tri-State region.  Greg has a 24-year background in law enforcement and academics.  He currently serves as President of the Ohio Crime Prevention Association.

Greg is an active member of the Police Executive Research Forum, the Academy of Criminal Justice Scientists, the Ohio Council on Criminal Justice Education, the American Society of Law Enforcement Trainers, the National and Ohio Associations of Career and Technical Education, the Greater Cincinnati Coalition on Domestic Violence and the Midwest Gang Investigators Association.  

Greg holds a Master of Science in Criminal Justice degree from Xavier University. He also has a Bachelor of Liberal Arts degree from Xavier University and an Associate in Police Science degree from the University of Cincinnati. 

 

Donna Hausermann, Curriculum Specialist

Donna is responsible for research and curriculum development, instructor training, and budget and evaluation.  She also coordinates customized training and conferences.  Donna has been in police work since 1974 and was the first part-paid female firefighter/EMT in Hamilton County Ohio.  She earned her BA from the Union Institute in Public Safety Administration, with an undergrad degree from the University of Cincinnati, Criminal Justice Program.  She holds an Ohio Peace Officer Training Certification, as well as Instructors Certification for Basic, Private Security and Jailer.  Donna has taught in all fields of public safety and private security trade and industrial security and holds a Commander's License for Private Security and Jailer.

Donna has instructed for the Great Oaks Police Academy, University of Cincinnati, Hamilton County Police Academy, Cincinnati Police Academy and the Police Training Institute.  She has also guest-lectured at Youngstown University and numerous state-level training conferences.  She is currently a certified Crime Prevention Specialist and member and treasurer of OCPA, and a member of UC Alumni, Greater Cincinnati Coalition on Domestic Violence, Ohio and American Vocational Association, Women's Business and Professional Association and a 28-year volunteer of the American Red Cross.  

Donna has held membership in FOP Lodge 113, Ohio DARE and Ohio SRO's.  She also serves on the training committee for Hamilton County Police Association and is a certified instructor for Domestic Violence and Ethics through the Federal Law Enforcement Training Center.

 

Thomas McGrath, Curriculum Specialist 

Thomas McGrath is a retired police officer with over thirty years experience, having retired from the City of Blue Ash Police Department in November 2003. Duty assignments included patrol operations, fire service, criminal investigations, and narcotics investigator. He has 15 years of experience in criminal investigations, and is recognized as an expert in narcotics investigation in both State and Federal Court. Tom has extensive experience in crime scene investigation, technical surveillance, investigative techniques, and undercover operations. Tom is recognized as an expert witness in both federal and state court in narcotics enforcement. Tom has ten years of progressive experience in supervision and management having been Commander of the Drug Abuse Reduction Task Force (D.A.R.T.) a multi-jurisdictional law enforcement task force. Tom has been cross-designated as a U. S. Customs Officer (Bureau of Immigration and Customs Enforcement), functioning as a Task Force Officer for nine years. During that time period, he managed and supervised multiple federal OCDETF (Organized Crime Drug Enforcement Task Force) investigations. Tom has been involved in numerous investigations involving money laundering, conspiracy, racketeering, and drug trafficking along with other offenses that were prosecuted federally.

 

Mr. McGrath has been an OPOTA certified law enforcement instructor for fifteen years and instructs many segments of the Basic Police Academy curriculum. Tom has also developed courses in Drug Identification, Use & Control of Confidential Informants, Basic and Advanced Narcotics Investigations. Mr. McGrath is a certified instructor in State & Local Anti-Terrorism Training (SLATT), instructs courses in Community Oriented Policing and Problem Oriented Policing. Tom is also certified as a Crime Prevention Specialist through the Ohio Crime Prevention Association.

 

Tom has an Associate in Science in Criminal Justice from the University of Cincinnati and is a graduate of the Police Executive Leadership College (PELC) Session XV.

 

Pat Miller, Office Manager

Pat has been with us for over five years.  Before coming to Tri-State RCPI, Pat worked several years handling various secretarial and accounting duties throughout the northern Cincinnati area.  

 

Evelyn Cooper, Registrar

Evelyn has 40 years experience in the clerical and accounting field. She has been with Great Oaks for 14 years and  has worked in 3 different departments.  She is responsible for student registrations, certifications and records for Tri-State RCPI.  Along with other office duties, she is responsible for compiling data for the monthly report submitted to the U.S. Department of Justice, Office of Community Oriented Policing Services. 

 

Evelyn is an alumni of the Citizens' Police Academy from Sharonville Police Department.
